1. Data Controller
The Local Government Unit of Bago City, Negros Occidental is the Personal Information Controller (PIC) for all personal data collected through the TLDC-LGU Intelligent Training & Analytics System.

2. What Personal Data We Collect

| System/Security Data | Login timestamps, IP address, device information — used for security monitoring only |
3. Purpose of Data Collection
Your personal data is collected exclusively for the following purposes:
- Verifying applicant identity and eligibility for training programs
- Processing and managing training program applications
- Communicating application status, schedules, and updates
- Generating statistical and compliance reports required by TESDA
- Supporting LGU planning and beneficiary tracking
- Preventing duplicate, fraudulent, or unauthorized applications
- Maintaining system security and detecting suspicious activity
Your data will not be used for commercial purposes, sold to third parties, or shared outside the LGU without a lawful basis.
4. Legal Basis for Processing
Processing of your personal data is based on the following legal grounds under RA 10173:
- Consent — freely given at the time of registration (Sec. 12(a))
- Fulfillment of a government function — delivery of TESDA-accredited training programs by the LGU (Sec. 12(e))
- Compliance with legal obligations — TESDA reporting and program registration requirements under RA 7796 (Sec. 12(c))
5. Data Sharing
Your personal data may be shared only with:
- TESDA — for program registration, competency assessment scheduling, and National Certificate (NC) issuance
- LGU departments — for scholarship coordination and beneficiary tracking (e.g. 4Ps, DSWD-linked programs)
No personal data will be shared with any other third party without your explicit consent or a lawful legal requirement.
6. Data Retention

After the applicable retention period, data is securely and permanently deleted.
7. Your Rights as a Data Subject
Under Section 16 of RA 10173, you have the following rights:
- Right to be Informed — to know what personal data is collected and how it is used
- Right to Access — to request a copy of your personal data held by the LGU
- Right to Rectification — to request correction of inaccurate or incomplete data
- Right to Erasure or Blocking — to request deletion or blocking of data when it is no longer necessary or was unlawfully processed
- Right to Object — to object to the processing of your personal data under certain conditions
- Right to Data Portability — to receive your personal data in a structured, commonly used format
- Right to File a Complaint — to lodge a complaint with the National Privacy Commission (NPC)

8. Security Measures
The LGU implements the following technical and organizational measures to protect your personal data:
- Passwords are stored using bcrypt hashing — never stored in plain text
- All connections are protected using HTTPS encryption
- Uploaded ID images are stored in a protected server directory not accessible via direct URL
- Session tokens are validated against the database on every request to prevent session hijacking
- Account lockout is enforced after repeated failed login attempts
- Suspicious login alerts are sent to your registered email address when a new device is detected
- Access to personal data is restricted to authorized TLDC staff and administrators only
9. Cookies and Session Data
This System uses session cookies solely to maintain your login state during your visit. No tracking cookies, advertising cookies, or third-party analytics cookies are used. Session data is automatically deleted when you log out or after 30 minutes of inactivity.
10. Changes to This Policy
The LGU of Bago City may update this Privacy Policy from time to time to reflect changes in law or system operations. Any updates will be posted on this page with a revised effective date. Continued use of the System after changes constitutes your acceptance of the updated Policy.
